What is RICA?

The Regulation of Interception of Communications and Provision of Communication-Related Information Act (RICA) is a South African law that requires all telecommunication service providers to register the identities of their customers.

By law, no SIM card (Physical or eSIM) can be activated on the Tuks Mobile network until it has been successfully RICA’d.

Why Do I Need to RICA?

RICA helps law enforcement agencies track criminals and prevent the use of mobile networks for illegal activities. It is a legal requirement designed to protect all South Africans.

What Documents Do I Need?

To complete the RICA process, you must provide clear, legible proof of your identity and your residential address.

1. Proof of Identity (Provide ONE of the following):

  • South African Green Barcoded ID Book
  • South African Smart ID Card
  • Valid Passport (For foreign nationals)
  • Asylum Seeker Permit / Refugee Identity Document

2. Proof of Residence (Provide ONE of the following, no older than 3 months):

  • A bank statement
  • A municipal rates and taxes invoice
  • An official university residence letter or lease agreement
  • A retail account statement
  • An affidavit from a landlord or residence manager (if you live with someone else)

How to RICA with Tuks Mobile

We have made the RICA process as seamless as possible through our digital platform.

Option 1: Digital RICA (In-App)

  1. Download the Tuks Mobile App or visit our online portal.
  2. Select “Activate SIM” or “Complete RICA”.
  3. Upload a clear photograph of your Proof of Identity.
  4. Upload a clear photograph of your Proof of Residence.
  5. Take a live “Selfie” when prompted by the app to verify you match your ID document.
  6. Approval usually takes less than 15 minutes.

Option 2: Physical RICA (On-Campus/Merchants)

  1. Visit an official Tuks Mobile agent or authorized campus merchant.
  2. Present your original ID document and a hard copy or digital PDF of your Proof of Residence.
  3. Our agent will scan your documents securely into our system.

Data Privacy and RICA

Your privacy is our priority. The documents you submit for RICA are heavily encrypted, securely stored, and only accessible to authorized compliance personnel or law enforcement agencies with a valid subpoena.
